When you limit your AMD 4800H at below the max boosting frequency let say under 3800Mhz you will notice that the setting that you have done are not impacted on this processor and it tends not to be boosting at all it means the frequency is stayed at the 2900Mhz all the way up.
We need to modify our BIOS that we can adjust the boosting frequency at our own pace.
We are going to use a tool which can modify BIOS settings temporarily as long as you don't unplug the battery there is no need to redo it again.
Grab the tools from here is created by David, extract it and put all the files and folder onto a USB Pen drive, make sure you use a fat32 format on your USB Pen Drive that can be booted through the USB.
Restart you Laptop and booting into USB, my laptop usually press F8 make sure you know how to boot into USB Drive from your manufacturer laptop which are different.
After booted into USB pen drive then go to menu "Device Manager" then "AMD CBS" > "NBIO" > "SMU Option" > "CPPC" enable it and set the values as follows

Note that: The zero value may not be shown at twice that's fine.
Save it and reboot into your operating system and set the limit frequency at something bellow the maximum boosting which are under 4000Mhz let say 3700Mhz.
I am on OMEN 15 2020 which is working fine, and I now can limit the turbo boosting frequency bellow 4Ghz which can lower the CPU temperature beside using PTM 7950 the temperature is so stable, and the fans are never getting spin out loud as the temps just below 80s Degree Celsius.
